Personnel Committee Meeting Minutes

Wednesday, July 30, 2003

The meeting was called to order at 6:05 p.m.  Committee members present were Alderman Lampe and Alderman Kopplin.  Also present was Robert Kufrin and Wayne St. John.

Item 2.  Review and consider approval of minutes

No minutes were distributed with the agenda for approval.

Item 3.  Review and consider tuition reimbursement requests

Chief Bauer was not able to attend the meeting for medical reasons, so this issue was not discussed.

Item 4.  Discussion on various leave requests

The committee suggested that Kevin Seufzer be given an advance on the vacation he will earn on his anniversary date.

Item 5.  Discuss filling the building inspector vacancy

The mayor wants to wait on any salary ordinance issues until the state budget is settled.  The committee chose to hold on the issue and revisit it when a succession plan can be developed and ask Ed to attend for discussion.

Item 6.  The Committee may consider a motion to go into Executive Session at approximately 6:48 p.m. pursuant to Wisconsin State Statutes Section 19.85(1)(c) and (e) for:

  1. Discussion on bargaining strategy
  2. Negotiations with Police Clerks on a successor agreement
  3. Discussion on Street Department and Engineering Department ordinance d. Discussion on the performance review of the City Administrator

Item 7.  The committee reconvened into Open Session at 9:00 p.m. to take action on any or all Executive Session items.

  1. No action taken.
  2. Alderman Lampe, seconded by Alderman Kopplin, made a motion to approve the tentative agreement with the Police Clerks.  All aye; motion carried.
  3. Bob reviewed the issue with the Mayor.  Alderman Lampe, seconded by Alderman Kopplin, made a motion to recommend the ordinance regarding the Public Works Department being broken into the Engineering Department and the Street Department.  All aye; motion carried.  The ordinances will be condensed into one for inclusion in next week’s Council agenda.
  4. No action was taken.
