The meeting began with the Pledge of Allegiance being said by all present.
Mayor Bolender called the meeting to order at 7:00 p.m. On roll call, the following aldermen were present: Ald. Kopplin, Ald. Foeckler, Ald. Lampe, Ald. Toman, Ald. Grabowski, and Ald. Koehler. Also present were: City Administrator Robert Kufrin, City Attorney Lawrence Haskin, Director of Community Development Douglas Seymour, Director of Public Works Wayne St. John, Fire Chief Gerard Hammernik, Police Chief Thomas Bauer, and City Clerk Beverly Buretta.
Ald. Kopplin, seconded by Ald. Koehler, moved to approve the minutes of the 5/6/03, 5/19/03 and 5/20/03 meetings as published. All voted aye; motion carried.
1. PUBLIC HEARING HELD TO CONSIDER REQUEST OF WE ENERGIES TO REZONE PROPERTIES AT 4420, 4500, 4650, 4750 AND 4800 E. ELM RD., AS WELL AS 4285, 4299, 4431, 4451R, 4503, 4513, 4541 AND 4541R E. OAKWOOD RD. FROM A-1 AGRICULTURAL, P-1 PARK, M-1 MANUFACTURING AND RS-4 SINGLE FAMILY RESIDENTIAL TO M-1 MANUFACTURING.
A public hearing was held to consider the request of WE Energies to rezone the properties at 4420, 4500, 4650, 4750 and 4800 E. Elm Rd., as well as 4285, 4299, 4431, 4451R, 4503, 4513, 4541 and 4541R E. Oakwood Rd. from A-1 Agricultural, P-1 Park, M-1 Manufacturing and Rs-4 Single Family Residential to M-1 Manufacturing. 2. PUBLIC HEARING HELD TO CONSIDER REQUEST OF WE ENERGIES FOR CONDITIONAL USE PERMIT IN M-1 MANUFACTURING ZONING DISTRICT THAT WOULD ALLOW FOR POWER GENERATION AND DISTRIBUTION.
A public hearing was held to consider the request of WE Energies for a conditional use permit in the M-1 Manufacturing zoning district that would allow for power generation and distribution for the properties identified on the public hearing notice A summary transcript is available in the City Clerk’s Office (see item 4 for action on this hearing).

5. INFORMATIONAL: FORMATION OF AD HOC VETERANS’ MEMORIAL PARK COMMITTEE AND MAYOR’S RECOMMENDATIONS FOR COMMITTEE MEMBERSHIP.
The formation of the ad hoc Veterans’ Memorial Park Committee and the Mayor’s recommendations for committee membership as listed on the Common Council report was informational. The issue of the location for the memorial will be investigated further by the committee.
6. NO ACTION TAKEN ON FINAL RECOMMENDATIONS OF AD HOC BLUE RIBBON VOLUNTEER/PAID-ON-CALL FIREFIGHTERS STUDY COMMITTEE.
No action was taken on the final recommendations of the ad hoc Blue Ribbon Volunteer/Paid-On-Call Firefighters Study Committee.
7. INFORMATIONAL: COUNCIL PROCLAMATION NO. 03-7, CONGRATULATIONS TO NICOLE AYALA FOR RECEIVING GIRL SCOUT GOLD AWARD.
Council Proclamation No. 03-7, congratulations to Nicole Ayala for receiving the Girl Scout Gold Award was informational.

10. PRESENTED AND ADOPTED: ORDINANCE NO. 2252, AMENDING SECTION 5 OF ORDINANCE NO. 2192, TO ADD POSITION OF PART-TIME EMERGENCY SERVICES DISPATCHER.

Kopplin, moved to adopt Ordinance No. 2252, amending Section 5 of Ordinance No. 2192, to add the position of part-time Emergency Services Dispatcher, with a salary range of $14.364-$17.269 per hour. Ald. Toman, seconded by Ald. Grabowski, moved to adopt Resolution No. 10245-060303, approving a certified survey map for the properties at 3240 E. Woodview Ave. and 9330 S. 15th Ave. (Emil and Sandra Kling) with the condition that there is a deed restriction, subject to staff approval, that provides that parcel 1 cannot be built upon until such time as the wetlands are delineated and that at such time an affidavit of correction must be submitted to the City showing the location of the wetlands as delineated. On roll call, the vote was as follows: Ald. Kopplin, no; Ald. Foeckler, no; Ald. Lampe, no; Ald. Toman, aye; Ald. Grabowski, aye; and Ald. Koehler, aye. The vote resulted in a tie. The Mayor voted no; motion failed.

Grabowski, moved to hold Resolution No. 10245-060303, with the direction to the property owner to amend the certified survey map to combine parcels 1 and 2 in to one lot with the understanding that if the property owners proceed with that, the Council would consider approval of the revised certified survey map.
