Chairperson Del Nirode, Alderperson Ann Lampe, Sandra Herte, Janet Fluegel, and Marianne Dickmann. Douglas Schachtner (Director of Parks, Recreation & Forestry) was in attendance.

The Oak Creek Parks, Recreation & Forestry Commission meeting was held at Oak Creek City Hall, Solarium Conference Room, on Thursday, March 13, 2003, and was called to order at 6:05 p.m.
The minutes from the February 27, 2003, meeting was approved on a motion made by Marianne Dickmann and seconded by Ann Lampe. All aye; motion carried.
The financial statements and claims for the month of February were approved on a motion made by Sandra Herte and seconded by Janet Fluegel. All aye; motion carried.
SKATE PARK
The Director reviewed with the Commission the proposed conceptual master plan and preliminary cost estimate for the Skate Park that was submitted by Bonestroo, Rosene, Anderlik & Associates, Inc.. The review included the project description, scope of the basic services, City’s responsibility, how the City was to compensate the engineering firm, supplemental services and preliminary schedule. After some discussion, the Commission voted on a motion made by Marianne Dickmann and seconded by Janet Fluegel to proceed with getting a conceptual design and cost estimate. The Commission wanted the Director of Parks, Recreation & Forestry to send a memo to the Common Council updating the Council in regards to the Skate Park process. The Director will also be reviewing the conceptual design and cost estimate proposal with the City Administrator.
CHANGE COMMISSION MEETING DATE-4TH THURSDAY OF THE MONTH
After a brief discussion, the Commission on a motion by Janet Fluegel and seconded by Ann Lampe, decided to keep the Parks, Recreation & Forestry Commission meeting dates on the 2nd Thursday of the month starting at 6 p.m. All aye, motion carried.
WI OPEN MEETING LAW COMPLIANCE GUIDE
After a brief discussion, the Commission felt that the information given to them was read by the Commissioners. They felt that there was no need to have the City Clerk attend the next Commission meeting to review the Open Meetings Laws.
PARK DEVELOPMENT-2003 CEP PURCHASES/CIP DEVELOPMENT SCHEDULE
The Director briefly reviewed with the Commission the two truck and five bleacher purchases, the progress being made on bid specifications for Abendschein parking lot, the Meadowview and Riverton Meadows open air shelters, renovation of Chapel Hills Neighborhood Park, Five Year Park and Open Space Plan update and the proposed tree bids for 2003.
TRANSFER OF OWNERSHIP OF 2 BLEACHERS TO LEGION POST
The Director explained to the Commission that the Oelschlaeger-Dallmann American Legion Post 434 was interested in acquiring two of the portable bleachers that the Parks, Recreation & Forestry Department were going to replace this year. They wanted these bleachers placed at their softball diamond at the Lower Legion field. The current bleachers (which are over 25 years old) do not meet the current International Building Code (IBC) adopted by the State of Wisconsin. This code requires such items as an aisle and seating enclosures, guardrail system with fence fabric and an aisle and handrail. These requirements make the new bleachers safer and more accessible. The IBC code does
not apply to our current bleachers. Many of them need painting, replacement of the wooden seat/foot planks and hardware replacement.
The safety of the current bleachers was discussed by the Commission. The current condition of the existing bleachers was discussed by the Director with James Oswald, the chairperson of the Executive Board for the American Legion Post 434. The Legion Post was still interested in acquiring the two bleachers as mentioned previously. The Director informed the Commission that the City Attorney informed him that he could draft a document to indemnify an hold harmless the City from any liability associated with the bleachers if we were to transfer ownership of the two bleachers to the Legion Post. After additional discussion, the Commission, on a motion made by Janet Fluegel and seconded by Marianne Dickmann, voted to transfer ownership of the two bleachers to the Legion Post 434 with the stipulation that the Legion Post agrees to maintain the bleachers in a condition that provides safe and secure seating. The vote passed 3 to 1 with Ann Lampe voting against the motion.
BALLFIELD RESERVATION REQUESTS
The Director updated the Commission in regards to the request of the Oak Creek Lightning baseball team to use Abendschein baseball field in April and May as they did in 2002.
MILLER PARK FACILITY RESERVATION REQUESTS
No discussion.

At 6:55 p.m., Janet Fluegel made a motion to adjourn the meeting. Seconded by Marianne Dickmann. All aye, motion carried.
