The meeting was called to order at 10:15 a.m. Committee members present were Alderman Kopplin, Alderman Lampe and Alderman Bolender. Also present was Robert Kufrin, Tom Bauer, Jerry Hammernik, and Wayne St. John.

Item 2. Discussion on 2003 non-union salary ordinance
With the reduction in the number of divisions/employees that the Public Works Director supervises, the question was raised as to whether his salary should be adjusted accordingly. Bob indicated that although the number of individuals supervised may have decreased, the additional responsibility of overseeing the construction of the new Police facility and managing the same amount of work in the Engineering Division with fewer employees increases the amount of work that the Public Works Director is doing. All of the departments are being asked to do more work with fewer people. Engineering, Community Development and the Assessor’s office have all lost people. It’s likely that we may not replace a Building Inspector when a promotion is made; we’re seeing fewer staff in the Health Department and the Clerk’s Office. The Treasurer is gone. The departments in the building are not keeping pace with Police or Fire where there are increases in staffing. Departments in City Hall have experienced reductions in staffing yet no reduction in work load. Wayne added that the increase in stormwater issues has consumed more of his time in dealing with residents over the phone and at the counter.
Item 3. Alderman Kopplin, seconded by Alderman Lampe, made a motion to enter into Executive Session pursuant to Wisconsin State Statutes Section 19.85(1)(c) and (e) at 10:35 a.m.
a. Interview candidates for the Building Commissioner position
Item 4. The Committee reconvened into Open Session at approximately 1:00 p.m. The Committee entered back into Executive Session at 4:00 p.m. and reconvened into Open Session at 5:00 p.m. and took the following actions.
a. The Committee approved the selection of Ed Ciechanowski as Building Commissioner.
Alderman Lampe, seconded by Alderman Kopplin, moved to adjourn at approximately 5:00 p.m. All aye; motion carried.
