MINUTES OF THE
OAK CREEK
TUESDAY, JANUARY 28, 2003
Mayor Richards called the meeting to order at 7:00 p.m. The following Commissioners were present at roll call: Commissioner Rottel, Commissioner Nirode, Commissioner Siira, Commissioner Jackson, Mayor Richards, Commissioner Kopplin, Commissioner Foeckler, and Commissioner Buchholz. Commissioners Dickmann and Siepert were excused. Doug Seymour, Director of Community Development was also present.
Commissioner Siira motioned to approve the minutes of the regular meeting of January 14, 2003. Commissioner Nirode second. All voted aye. Minutes were approved.
Mr. Seymour updated the Commissioners on the actions that were taken at the January 21, 2003, Common Council meeting.
No questions or comments on the Common Council actions.
1120 E. Ryan Road

Mr. Seymour explained to the Commission that Terence and Catherine Richter, Bruce and Wendy Hubbard were requesting approval of a certified survey map that would divide the property at 1120 E. Ryan Road in to two parcels. Both parcels are within the Rs-3 zoning district and meet zoning requirements.
Commissioner Rottel motioned that the Commissioner recommend to the Common Council that the certified survey map submitted by Terence Richter for the property at 1120 E. Ryan Road be approved with the condition that any technical corrections be completed prior to the recording of the map.
Commissioner Buchholz second. Roll call, all voted aye.
Northeast and Northwest 1/4 of Section 16
Mr. Seymour explained to the Commission that the City was proposing to amend the official maps for the northeast and northwest one-quarters of Section 16. Currently the official maps illustrate a planned collector street running north form Nicholson Road about 1/2 mile south of Puetz Road connecting to Clement Avenue. Because of a recent transaction with Milwaukee County the likelihood of this occurring has lessened. The Parks, Recreation and Forestry Commission has reviewed this proposal and has recommended that this road segment be eliminated in order to maximize the area available for park development.
Commissioner Kopplin expressed her concern that people would start using S. Quincy as a direct route to Rawson Avenue. She felt that if it was connected with Clement, which is a straight shot all the way to Rawson Avenue that would be a better route.
Doug Schachtner, Director of Parks, Recreation and Forestry, stated that when the master plan for Abendschein Park was developed the collector street was and still is planned. The exchange for land for the Police Department Building took place after the Plan was completed and approved. The collector going through the park as proposed does take out a large portion of the northwest section of the park. It is not advantageous for the community park to be divided in a section. There is an existing entranceway on the west property line, which already has a bridge and a culvert type of entrance so it would eliminate the need of developing another bridge on the Clement Avenue extension as well. It was requested to go to Plan Commission once it was determined that the bike path was going along the north shore.
Mayor Richards inquired as to where the bike path was going to be running through the park.
Mr. Seymour stated that the bike path runs all along the North Shore right-of-way. It is totally developed from Drexel Avenue all the way to Puetz Road.
Mayor Richards wanted to know how that would impact the proposed layout.
Mr. Seymour stated that the area that is now developed as the bike trail was impart property that the City owned for this collector street south of Forest Hill and towards Puetz Road the right-of-way does not exist in essence. The likelihood of the collector street happening was impacted severely by the decision to dispose the section of City owned land to Milwaukee County by the Police Station trade.
Mayor Richards wanted to know if there would still be value in opening up Shepard Avenue to come back.
Mr. Seymour stated that you could certainly do that but the feasibility of that happening in the short term is not likely. The property owner, at least at this point, has given no indication that he would be interested in developing that property and has subdivided that property into four parcels.
Commissioner Kopplin stated that has been before the Commission many times before and was defeated because the people did not want it.
Mr. Seymour stated that it would be a major expense for the City with Howell Avenue, and Pennsylvania and Shepard Avenue being such a decent facility that the value would not be worth the cost put into it as a City.
Commissioner Kopplin stated again that her concern was for Quincy becoming a raceway. It was her feeling that if this amendment were approved that all citizens on Quincy and Clement be notified of the public hearing.
Mr. Seymour stated that could be done. He also stated that there would be few lots that would have a benefit in using Quincy as a direct connection to Rawson Avenue from this area.
Commissioner Kopplin stated that when there are roads in a parkway they could be used for parking on both sides and eliminate an additional parking lot. She also wanted to know where the skate park was being proposed.
Mr. Schachtner stated that the skateboard park was being proposed just north of the wooded area. The proposed parking lot would be off of the existing road into the park between the baseball diamond and the proposed skateboard park. If the collector street is eliminated we have a couple of options for the proposed parking lot. It could be more of an east and west as opposed to angled. With the parking lot in this location it could serve both the ball field location and the proposed skate park.
Mayor Richards stated that he feels there are more advantages to leaving the street on the map then pulling it out. The whole intent is not to create a collector for north south streets but providing an opportunity for those local people to get to Rawson Avenue without driving through an area that is more susceptible to traffic conditions. When we came to the conclusion of putting in this particular road pattern there was some advantage to having it go through the park. They could just park and enjoy the green space.
Mr. Schachtner questioned whether you would want parking on a collector street.
Mr. Seymour stated that collector streets developed in Oak Creek range in size. The street could be designed so that you could have parking at least on one side and accommodate traffic in both directions.
Commissioner Buchholz stated it could be similar to the Root River Parkway between Loomis Road and 76th Street. The road is wide enough so that cars can park on both sides and enjoy the park.
Commissioner Kopplin moved that the Commission not recommend to the Common Council that the official map for the northeast and northwest one quarter of Section 16 be amended as illustrated after a public hearing.
Commissioner Rottel second.
Mr. Seymour stated that if the Commission did not want to recommend the amendment it should go back to the Parks Commission and not to a public hearing
Commissioner Kopplin agreed that it go back to the Parks Commission. Commissioner Rottel concurs.

2031 W. Ryan Road

Mr. Seymour explained to the Commission that SSA Delaware LLC was requesting Commission approval of a certified survey map that would divide the property at 2031 W. Ryan Road into 3 parcels. All of the proposed parcels are within the B-4 zoning district and exceed the minimum criteria for the zoning district.
No additional public street access should be permitted for these newly created lots. Notations should be placed on the map to that effect.
Mayor Richards stated that the pole sign on the corner should go. That is the policy of the City and if they want to subdivide the parcel then the sign has to go.
Mr. Seymour stated that the owners would like to relocate the sign and that would not be permissible unless the relocated sign met the standards of the zoning code.
Mark Nesgood, McClure Engineering, stated that he spoke with the owners of the property and they are willing to take the sign and relocate it.
Mr. Seymour stated that the maximum height for the new sign would be 25 feet.
Mr. Nesgood stated that the owners are aware of the standards currently in place.
Commissioner Kopplin inquired if the proposed parcel 3 was where the Speedway was currently.
Mr. Nesgood stated that the Speedway was located on parcel 3.
Mr. Seymour inquired as to what the plans where for the other parcels.
Mr. Nesgood stated that parcel 1 would be a proposed restaurant and that he was not sure what was being proposed for parcel 2.
Commissioner Siira motioned that the Commission recommend to the Common Council that the certified survey map submitted by SSA Delaware LLC for the property at 2031 W. Ryan Road be approved subject to the following conditions:

Mayor Richards strikes condition 2b.
First and second concur. Roll call, all voted aye.
Mayor Richards stated that he would like to thank Mr. Arthur Biesek for his years of service to the Plan Commission.
Commissioner Kopplin wanted to know if the Richter CSM would include the 30-foot storm drainage as part of the technical corrections.
Mr. Seymour stated that it would.
Commissioner Kopplin motioned to adjourn. Commissioner Nirode second. All voted aye. The meeting was adjourned at 7:35 p.m.
