CITY OF OAK CREEK PARKS, RECREATION & FORESTRY COMMISSION

Thursday, November 14, 2002

Chairperson Del Nirode, Paul Sigler, Sandra Herte, Janet Fluegel, Marianne Dickmann & Douglas Schachtner (Director of Parks & Recreation) were in attendance. Alderperson Ann Lampe and Greg Lampe were absent.

The Oak Creek Parks & Recreation Commission meeting was held at Oak Creek City Hall-Solarium Conference Room, Oak Creek, on Thursday, November 14, 2002 at 6:06 PM.

The minutes from the October 10, 2002, meeting was approved on a motion made by Marianne Dickmann and seconded by Paul Sigler. All aye; motion carried.

The financial statements and claims for the month of October 2002 were approved on a motion made by Janet Fluegel and seconded by Greg Lampe. All aye; motion carried.

2003 Proposed Budget-Proposed CIP/CEP, General Fund & Personnel Requests

The Pubic Hearing was held on November 11, 2002, for the 2003 proposed budget. The Common Council did approve the budget, however there is a possibility that the Mayor will veto the budget and it will have to go to a special meeting next week.

Purchase Office Furniture for Senior Citizen’s Coordinator-Review & Approve

Paul Sigler made a motion to approve the purchase of office furniture for the Senior Citizen’s Coordinator. Motion seconded by Marianne Dickmann. All aye motion carried.

School District Considering Acquisition of Greenlawn Park-Review & Approve

The Director reviewed the memorandum from Doug Seymour, Director, of the Community Development Department with the Oak Creek Parks, Recreation & Forestry Commission regarding the Oak Creek-Franklin School District’s consideration of Greenlawn Park site for a future early childhood education center or elementary school.

The Commission’s thoughts include:

1. They are very much in favor of the City acquiring ownership of the properties owned by the School District and currently leased by the City adjacent to Manor Marquette Park and Chapel Hills Park.

2. The preservation of the wooded area on the east portion of the property should be a priority.

3. A bike trail head parking lot is currently being considered for development in Greenlawn Park. Perhaps parking areas for the proposed early childhood education center or elementary school could be used for this purpose.

4. The existing Manor Marquette Neighborhood Park is of sufficient size and facilitated to accommodate the Manor Marquette Neighborhood Park needs. The development of the Manitoba Avenue to Marshall Avenue bike trail segment provides access to Manor Marquette Neighborhood Park for residents in the Greenlawn Park area.

5. Outdoor recreational/athletic facilities such as play structures, ball fields, etc., that are developed at school sites are similar to those developed in a neighborhood park.

Janet Fluegel made a motion in favor of continued City discussions with the School District regarding their possible acquisition of Greenlawn Park for School District facilities. Seconded by Marianne Dickmann. All aye, motion carried.

Suburban Winter Watch Snow Shoveling Program-Discuss

Information was distributed to the Commission on the yearly Suburban Winter Watch Snow Shoveling Program.

WPRA Ticket Program-Summary

The 2020 WPRA Ticket Sales Summary was distributed to the Commission.

December Meeting-Call of the Chair?

Paul Sigler made a motion that the December meeting would be a Call of the Chair. Seconded by Janet Fluegel. All aye, motion carried.

Park Development-Update

Upcoming projects include the 5 Year Parks & Open Space Plan; Engineering Department will be working on Camelot Park development, Abendschein Park parking lot and Chapel Hills renovation bid specifications. Last year’s construction at Carollton, Otjen and East Middle School is pretty much complete. At East Middle School on north side of the asphalt area the plexi-floor surface for in-line skaters and multiple use should be installed in June 2003.

Recreation Programs

Hand out was distributed to all Commission members. The basketball program is now at East and West Middle Schools. We do not use the elementary schools. Registration went smoothly. There were no complaints about waiting lists and requests for special schools. The program is now divided up by abilities. Registration is up about 35 more participants than last year.

Watch for the new program book, which will be called the "Acorn Recreation Guide and City Newsletter". This book includes the recreation guide and the city newsletter. We are going full color with the book and the School District has two pages in the book.

Communications Distributed to the Commission

a. An article entitled, "Parks Boost Home Values, Study Finds". Alderman Foeckler requested that all members of the Common Council get copies of this article, which were distributed to them.

b. Skateparks 360°. The Design and Location Committees are looking for a site and design. Update letter to be send in the near future on the progress of the committees.

c. Benefits of Parks & Recreation flyer

Marianne Dickmann made a motion to adjourn the meeting at 6:48 PM. Seconded by Sandra Herte. All aye, motion carried.
