CITY OF OAK CREEK PARKS & RECREATION COMMISSION

Thursday, October 10, 2002

Alderperson Ann Lampe, Sandra Herte, Greg Lampe, Jodie Nelson, Janet Fluegel, Marianne Dickman, & Douglas Schachtner (Director of Parks & Recreation) were in attendance. Del Nirode and Paul Sigler were absent.

The Oak Creek Parks & Recreation Commission meeting was held at Oak Creek City Hall-Solarium Conference Room, Oak Creek, on Thursday, October 10, 2002 at 6 PM. Marianne Dickmann nominated Janet Fluegel as Acting Chairperson, seconded by Jodie Nelson. Marianne Dickmann made a motion to close nominations, Greg Lampe seconded. 4 aye, 1 no. Motion carried. Acting Chairperson Janet Fluegel called the meeting to order at 6:10 PM

The minutes from the August 22, 2002, meeting was approved on a motion made by Jodie Nelson and seconded by Sandra Herte. All aye; motion carried.

The financial statements and claims for the months of August & September 2002 were approved on a motion made by Marianne Dickmann and seconded by Greg Lampe. All aye; motion carried.

Purchase of Office Furniture and Youth Soccer Goals

After some discussion, the purchase of office furniture for the Senior Citizen’s Coordinator was held over to the November meeting.

2003 Proposed Budget-Proposed CIP/CEP, General Fund, Fees & Charges-Update

The Director reviewed and discussed the CIP/CEP budget, operating budget and personnel requests with the Commission. The Commission also reviewed the tentative list of revenue increases/spending cuts proposed by the Director.

The Commission felt that there would be a large public outcry if the adult softball & basketball programs were cancelled. They felt that individual adult programming such as aerobics should be cut because it affects the least amount of people. The Commission was in agreement with raising fees instead of cutting programs and possibly delaying major projects such as park development, if need be, rather than reducing staff or cutting programs.

The Director explained to the Commission that the Acorn (city newsletter) and the recreation book are going to be combined into one book published three times a year. He also stated that the school district would like to have one or two pages in the book covering school district and adult community education information.

Park Property vs. Residential Property Line Encroachment Problems

The Director distributed information and legal opinions to the Commission regarding residential property line encroachment problems at Meadowview Park, Manor Marquette Park, South Hills and Shepard Hills Parks. The Director will be receiving additional legal opinions regarding this matter from the City Attorney. In the near future, the Director will be sending letters to the residents involved in the park encroachments.

After discussion, the opinion of the Commission is that they felt that the City should either take the fence down or relocate the fences at Manor Marquette, Shepard Hills and South Hills Parks to its proper location at City cost or deed the land to the residents. The Commission also felt that items such as sheds, jungle gyms, gardens, etc. that encroaches on City property in the Meadowview area, other than trees, should be removed at the owners expense.

Skate Park Committee-Update

In August there was a combined meeting of the two skate park committees (Design & Site Committee) and in September they held separate committee meetings. The Site Committee is seriously considering Abendschein Community Park as one of the possible skate park sites. The Director hopes to meet with the chairmen of each committee for an update in the near future.

South Hills Park Site Plan

Greg Lampe made a motion to approve the park site plan for South Hills Park. Seconded by Sandra Herte. All aye; motion carried.

Park Development-Update

Leases have been signed for Camelot Park. Otjen Park renovation, the bike trails installation and Oak Park development are almost completed.

Recreation Programs

The Fall Recreation Report was distributed to commission members in the packet that was mailed to them. There was no discussion on the recreation report.

Commission Meeting Start Times Change

Jodie Nelson made a motion to change the commission meeting times to 6 PM. Seconded by Marianne Dickmann. All aye, motion carried.
