CITY OF OAK CREEK PARKS & RECREATION COMMISSION

Thursday, February 14, 2002

Alderperson Ann Lampe, Del Nirode (arrived at 6:15 PM), Paul Sigler, Sandra Herte, Marianne Dickmann, Greg Lampe, Jodie Nelson, Janet Fluegel and Douglas Schachtner (Director of Parks & Recreation) were in attendance. Absent: None

The Oak Creek Parks & Recreation Commission meeting was held at Oak Creek City Hall in the Common Council Chambers on Thursday, February 14, 2002. Jodie Nelson nominated Janet Fluegel as Acting Chairperson, seconded by Paul Sigler. All aye, motion carried. Acting Chairperson Janet Fluegel called the meeting to order at 6:02 PM.

The minutes from the January 10, 2002, meeting was approved with a change of location, on a motion made by Paul Sigler and seconded by Marianne Dickmann. All aye; motion carried.

The financial statements and claims for the months of December 2001 and January 2002 were approved on a motion made by Greg Lampe and seconded by Paul Sigler. All aye; motion carried.

Note: Acting Chairperson Janet Fluegel turned the meeting over to Chairperson Del Nirode at 7:25 PM.

Skate Park in Oak Creek? Discussion with residents.

Approximately 40 residents showed up for the skate park agenda item. Oak Creek resident, Mr. Jeff Huber, asked to be put on the agenda. Jeff Huber and approximately six other residents spoke briefly about developing a skate park in Oak Creek, the fact that it is a legitimate sport and that many youths as well as adults need a safe place to gather, practice, and skate.

The Director briefly outlined the procedures that the City of Brookfield used during the last couple of years to determine whether a skate park should be built in Brookfield. A 45-minute video titled "S.

Park Revolution" was viewed by all those present. The video outlined history, liability, need, fears, misconceptions, design, location, costs, funding, insurance and supervisory aspects of skate parks.

Upon conclusion of the video and additional discussion, Ann Lampe made a motion to have the Park and Recreation staff conduct a public interest assessment regarding a skate park in Oak Creek and to report back to the Parks & Recreation Commission. Seconded by Marianne Dickmann. All ayes, motion carried.

Governor’s Proposed Plan to Eliminate State Shared revenue for Local Governments.

The Commission is well aware of the Governor’s plan to eliminate state shared revenue for local governments. The Director informed the Commission that the Common Council is holding all CIP/CEP projects unless they are a safety issue or urgent item until a clear direction of the Governor’s proposal is evident.

2002 Urban Forestry Tree Planting & Pruning/Removal

The Director informed the Commission that the department is proceeding with the Urban Forestry Tree Planting & Pruning/Removal bid proposal. The planting of trees is a spring activity and hopes that the Department will have some direction from the Common Council regarding the Capital Improvement Projects when the bids are due in March.

Park Development-Update 2002 C.E.P/C.I.P. Projects

All CEP/CIP projects are on hold as stated above.

Recreation Programs-Preliminary Report on Winter Programs (Handout)

The Commission reviewed the Recreation Program Report. The Director emphasized that the department processed over 72 new family registrations and added several preschool and early childhood classes due to demand for those activities.

Ballfield Reservation Requests-Review/Approve

None at this time. The Oak Creek Lightning approached the Department about the use of Abendschein Park in April for games and practices for their spring baseball team. The team consists of potential, varsity high school baseball players. The request is not finalized as of this time.

Miller Park Facility Reservation Requests-Review/Approve

American Cancer Society – Relay for Life in Oak Creek on August 9th & 10th. The Director informed the Commission that since the American Cancer Society, Relay for Life, keeps a portions of its profits for administrative purposes, that the Department will be charging the American Cancer Society for the use of Miller Park. The Commission concurred.
