Minutes, License Committee
Friday, August 3, 2001, 8:30 a.m.
1. This meeting was called to order at 8:35 a.m. Present were: Ald. Warner, Ald. Prochnow, Ald. Schmadl, and Pam Bauer.
2. Ald. Prochnow, seconded by Ald. Schmadl, moved to grant Operator’s licenses to the following:
Keith S. Oman, 1717 Shoop St., Racine (Applebee’s)
Steven Radovich, 8803 S. Waterford Sq. N., Greenfield (Legion)
All voted aye; motion carried.
3. Ald. Warner, seconded by Ald. Prochnow, moved to grant a transient merchant license to Dunhill Enterprises, Inc., soliciting VIP cards for Domino’s pizza; and to approve the following solicitors, with the exception of Denise Macheel, who withdrew her application:

4. Ald. Prochnow, seconded by Ald. Warner, moved to grant a Temporary Class B beer and wine license to the Oak Creek Lions Club, with a waiver of fees, for Lions Fest, 8/31/01-9/3/01 (which also includes a cigarette license). All voted aye; motion carried.
5. The committee reviewed and discussed the draft resolution in support of Assembly Bill 387, which would create a property tax exemption for wetlands, as well as the associated paperwork, including a copy of AB 387, and a citywide zoning map that showed wetland areas. The committee agreed that before council action is taken on this resolution, they would like to review a list of Oak Creek properties that contain wetlands, showing tax key number, address, number of acres on the parcel, the number of acres of the wetlands and the zoning(s) on the property. In order to better understand the effects of AB 387, should it be passed, Ald. Warner suggested that the committee select one particular parcel of land. He suggested the Walter and Dolores Lesch property at 8909 S. 13th St., Tax Key No. 857-9988, on which the Council took action on 7/17/01 to authorize negotiation for acquisition of land as part of the City’s environmental corridor acquisition program. All the information would be obtained on that parcel as requested above, and the committee would review that information. If AB 387 were to be approved, Ald. Warner felt that he would then be opposed to the City purchasing land under the environmental corridor acquisition program at taxpayer expense, including the added liability on the City’s part. Ald. Warner suggested that whether AB 387 passes or not, instead of purchasing land as we are currently doing, do not purchase the land, but exempt the properties from taxes and use the money in the CIP account designated for environmental corridor land acquisition toward taxes that would have been paid on the property if it had been left on the tax roll. The committee would like to schedule a special meeting to discuss this matter with City Attorney Haskin, Paul Milewski, and a representative of the Assessor’s Office. This matter was directed held.
