Recommendation:  That the Common Council concur with the Personnel Committee’s recommendation to approve a Side Letter of Agreement with the Fire Fighter’s Union, the International Association of Fire Fighters Local 1848 that establishes step up pay for the Battalion Chief position, as follows.

 

Article 32 Additional Compensation

B.     9.  A lieutenant who is temporarily assigned to and who accepts the position as acting battalion chief when his/her battalion chief is not available for recall shall receive the pay of a battalion chief.  No compensation will be provided for any assignment of less than two (2) hours.  No premium pay above battalion chief rate will be provided for a lieutenant/paramedic.  This addendum is retroactive to January 21, 2008

 

                

Background:  With the restructuring of the Fire Department and the creation of the position of Battalion Chief, there is a need to establish a contractual protocol for payment when a Fire Lieutenant assumes temporary duties of the Battalion Chief.   The Personnel Committee met with representatives from Local 1848 on March 18, 2008 and negotiated language that was tentatively accepted by the union, the fire chief, and the personnel committee members.  The language was subsequently approved by the Local 1848 rank and file at their April 10, 2008 meeting. 

 

 

Fiscal Impact:  The financial impact associated with this provision is estimated to be $4,200 for 2008.
