Recommendation:  That the Common Council adopt Resolution No. 10868-052008, a resolution authorizing the Mayor and City Clerk to execute a City of Oak Creek/Milwaukee County Intergovernmental Agreement for completion of one component of the Oak Leaf Trail System.

 

Background: Since 2001, the Milwaukee County Department of Parks, Recreation & Culture (DPRC) and the City of Oak Creek have been working to extend the Oak Leaf bike trail in the City of Oak Creek.

 

The bike trail segment addressed in this resolution is the former Chicago North Shore ROW just south of Puetz Road to Bender Park.  See enclosed bike trail initiative request and diagrams.

 

The DPRC recently submitted a Wisconsin Statewide Multi-Model Improvement Program (SMIP) grant application for the project.  SMIP funds are awarded on an 80:20 federal:local cost-share basis.  The estimated cost of the project is $1,706,700.  Therefore, the 80% federal share would be $1,365,360 with the remaining 20% local share being $341,340.  The DPRC is asking the City of Oak Creek to participate in the project at a level of 50% of the local share, or $170,670.

 

The Intergovernmental Agreement will be executed contingent on the DPRC being awarded the SMIP grant.

 

At their meeting on May 8, 2008, the Parks, Recreation & Forestry Commission unanimously recommended that the Council approve participation and commit the $170,670 to help fund the element of the bike trail contingent on the DPRC being awarded the SMIP grant.  The Commission feels that the element is an important segment of the Oak Leaf Trail that is being developed by Milwaukee County in the City of Oak Creek.  The city share will not be taken from the general fund and therefore will not impact the taxpayers.  The city share will be funded from bikeway escrow funds which have been paid by developers.

 

Fiscal Impact:  City cost for the bike trail segment will be $170,670.  Currently, the City has approximately $298,000 in bikeway escrow funds.
