Common Council Report

Recommendation:  That the Common Council approve Resolution No. 10870-052008, a resolution approving the Abendschein Community Park Master Plan-2008.

 

Background:  In December of 1997, the Common Council adopted Resolution No. 9440-120297, approving an updated five year “Park and Open Space Plan” for the City of Oak Creek.  An objective in the plans was for the preparation of a development plan for the Arthur Abendschein Community Park.

 

In November 2000, the Council adopted Resolution No. 9905-110600, which approved the Arthur Abendschein Community Park Master Plan.

 

In 2007, the Common Council concurred with the recommendation of the Parks, Recreation and Forestry and Plan Commissions that there was no longer a need for the Clement Avenue extension through Abendschein Park.  In addition, there was a need to relocate some park facilities from another park site and determined that Abendschein Park was a viable location.  Due to these factors, the Parks, Recreation & Forestry Commission concluded that there was a need to update the Abendschein Park Master Plan prior to implementation of the plan.

 

The updated Master Plan map and implementation report describe detailed recommendations for improvements to Abendschein Park, including proposed park costs and phasing.  The City contracted with Vandewalle & Associates, an urban planning an design consulting firm, to work with the City’s Parks, Recreation & Forestry Commission and its staff to prepare updated maps and cost estimates for the Abendschein Community Park Master Plan.

 

At their meeting of Thursday, April 10, 2008, the updated master plan was reviewed and approved by the Parks, Recreation & Forestry Commission and it is requested that the Plan Commission and Common Council also approve the plan.  The Commission recognized that funding decisions would be determined by the Common Council.

 

At their meeting of Tuesday, May 13, 2008, the updated master plan was reviewed by the Plan Commission.  The Plan Commission voted to recommend the master plan be approved by the Common Council and that the flood plain be identified in the plan map.

 

Copies of the master plan have been distributed to the Council for their review.  A copy is available for review in the City Clerk’s office.

 

Fiscal Impact:  The extent of the impact of this plan will be determined by amount of funding provided by the Council toward the implementation of this plan.  Partial development of Abendschein Community Park is intended to take place in 2008 & 2009 using available impact fees and approved CIP funds.
