Recommendation:  That the Common Council discuss and offer direction to the Design Committee and staff regarding the location of the new civic center/library. 

Background:  The Mayor and Common Council have constituted a Design Committee charged with researching and offering recommendation relative to the design of a new civic center.  The committee met for the first time on January 8, 2008 to map out progress strategy.  It was apparent at that meeting that two major issues need Council direction before the process can advance:  Where will the facility be constructed, and will the library be included in the new civic center. 

This issue is placed on the agenda to provide the Council an opportunity to discuss the location and offer the design committee and staff direction.  

Fiscal Impact:  There is no fiscal impact related to this discussion.
