Recommendation: That the Common Council approve the Police Department’s purchase of five (5) police vehicles as outlined below:

1 2008 Chevrolet Tahoe 2WD Police Vehicle (marked squad)
1 2008 Chevrolet Tahoe 4WD Police Vehicle (marked squad)
Background: During the initial budget process, the Police Department provided justification and requested the authorization to purchase five new squads to replace five high-mileage police squads. Based on the current mileage of the squads, we will be replacing the following five vehicles: one 1998 Ford Crown Victoria with 107,500 miles, one 2005 Ford Crown Victoria with 106,000 miles, one 2005 Ford Crown Victoria with 104,000 miles, one 2001 Ford Crown Victoria (to be transferred to the Health Department) and one 2003 Chevy Tahoe with 104,000 miles (to be transferred to the Parks, Recreation & Forestry Department). Those vehicles not being transferred to other City Departments will be sent to auction.
It should be noted that the patrol vehicles average 5,000 to 7,000 miles per month. Therefore, since it can take as long as four to six months after an order is placed before delivery of the new vehicles is made, the actual vehicle mileage at the time of replacement will be considerably higher.
Price quotations were requested and received from Ewald Automotive, who currently holds the state contract, Hiller Ford and Holz Chevrolet. It was determined that Hiller Ford and Holz Chevrolet offered a lower bid price on both the Crown Victoria’s and the Chevy Tahoe’s than that offered by Ewald Automotive.
Fiscal Impact: The total cost of the five vehicles is $122,999.20, which is below the $124,900 allocated in the Police Department’s 2008 budget line item #490. A breakdown of the cost is as follows:
