Recommendation: That the Council adopt Resolution No. 10813-010208 approving a certified survey map for Aron and Sandy Warner for the property at 9200 S. 15th Avenue.
Background: The applicants are requesting approval of a certified survey map that will create two lots in the Rs-2, Single Family Residential zoning district. Parcel 1 will be sold as a future home site and Parcel 2 contains the existing house. Lots in this district require a minimum of 17,000 square feet and a minimum lot width of 100 feet (110 for corner lots). Each of the lots created meets or exceeds this requirement.
As part of the CSM approval the applicants were required to extend a watermain to serve both parcels being created. The Engineering Department has indicated that the terms of the development agreement have been met so the CSM can be presented to the Common Council for final approval.
The applicants also entered into a Waiver of Special Assessment Notices and Hearings agreement (approved by Resolution 10727-020607) to address the installation of the ultimate improvements of S. 15th Avenue which are impractical to install at this time.
The Plan Commission has reviewed the proposed CSM and has recommended its approval.
Fiscal Impact: The cost of any future public improvements against these parcels may be assessed against the properties. Data has suggested that any homes constructed on the newly created parcel would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs.
