Recommendation: That the Council acknowledge receipt of, and file City of Franklin Resolution No. 2007-6376, a resolution requesting Oak Creek to participate in the intersection improvements to S. 27th Street and W. Drexel Avenue for improvements to W. Drexel Avenue in Oak Creek as required by the Wisconsin Department of Transportation relative to the reconstruction of W. Drexel Avenue.
Background: On November 20, 2007, the City of Franklin Common Council passed a resolution requesting that Oak Creek participate in the construction of intersection improvements to S. 27th Street and W. Drexel Avenue.
Both Franklin and Oak Creek have initiated the process for improving West Drexel Avenue. Franklin has proposed reconstructing their stretch of the road in 2008. Oak Creek has taken steps toward preliminary design on the roadway improvements. However funding for the actual construction (which is included as a project cost in TIF #7) has not been authorized.
Ideally the roadway improvements, including the intersection, would be made at the same time in both communities. However each of the communities has committed to different construction timetables based on the availability of funding.
The City of Franklin is requesting that they construct the necessary improvements to the intersection (including the portions in Oak Creek) and that Oak Creek reimburse them for its share of the cost through an intergovernmental agreement.
Any discussion on cost sharing for improvements to this or any other intersection would be pointless in the absence of an overall agreement on overall cost sharing for projects impacting the entire corridor, such as the Drexel Avenue interchange. Until that occurs, it would not be in the City’s best interest to agree to this proposal.
Fiscal Impact: Although no detailed costs have been provided, the commitment to participate in accordance with this Resolution would likely have a significant impact on the City, and in particular the implementation of the project plan for TIF #7.
