Recommendation:  That the Council adopt Resolution No. 10814-011508, adopting the South 27th Street Corridor Streetscape Manual.

 

Background:  In December of 2005 the Common Council endorsed the concept of entering into a memorandum of understanding (MOU) with the City of Franklin to address funding for a streetscaping plan for the 27th Street Corridor as recommended in the adopted 27th Street Corridor Plan.

 

That MOU was executed via Resolution No. 10614 on April 18, 2006.  Since that time, the firm of HNTB, along with Eppstein Uhen Architects has developed the corridor streetscaping manual.  During the process there have been numerous opportunities for public input.  Open houses have been held at various points throughout the process.

 

Copies of the completed manual were provided to the Council on November 26th.  Additional copies of the plan are available on CD should you be interested.  The Council is now being asked to adopt this plan.  The Community Development Authority and the Plan Commission have both reviewed this document and have recommended their approval.

 

Fiscal Impact:  Under the terms of the adopted MOU, the City is responsible for, and has paid one-half of the Plan’s total cost of $204,809.29 ($102,404.65).  The cost of this plan, as well as its implementation, is an expense that is reimbursable through TIF No. 7, or any future TIF district established along the corridor.  Cost estimates for the recommended streetscape improvements along both sides of the six mile corridor ($13,178,590 – including a 10% contingency) are included in the plan and as a separate attachment to this report.
