DISCUSSION:  That the Common Council discuss and direct what is the next step to be taken after completion of the design for the Street Department Facility Renovation and Addition (Project No. 06027) (2nd Ald. District).      

 

BACKGROUND:  Angus-Young Associates, Inc. entered into contract with the City of Oak Creek in February of 2007 to provide final design, specification and cost estimate.  This effort will be completed in January of 2008 by Angus-Young.  At the present time approximately $1,360,000 is available in the CIP Budget to help fund the construction.  During budget deliberations for the 2007 budget monies requested for construction were removed to help balance the budget with an understanding that the construction funds would be borrowed in 2008.  During budget deliberations for 2008 the project was again categorized as a borrow.  The likely cost will be between $4 million and $10 million depending on the option awarded by the Council. 

 

In 2007 there was a decline in nonresidential building contracts in Wisconsin causing contractors to be more competitive and the forecast for 2008 shows the same trend.  During 2006 and into 2007 the cost for metals, such as copper, increased but the cost has declined steadily over the past six months.  With contractors being more competitive and the decline in metal costs it is our opinion that it is a good time to construct this facility.

 

The proposed stormwater management detention ponds for the Street Department Facility site also provide additional storage for the stormwater from the W. Puetz Road expansion project that is currently under preliminary design.  These detention ponds need to be constructed prior to W. Puetz Road expansion.
