Recommendation:  That the Common Council create a temporary part time (600 hrs.) position of Building Inspector and adopt the attached salary ordinance.

 

Background: The Personnel Committee has reviewed and approved this request.   Currently, there are five authorized inspector positions with one unfilled since the retirement of Dan Nowak.  The workload, while reduced due to the slowdown in the construction industry, is about 4.25 inspectors in the summer months.  We are requesting the creation of a part time position to be paid from funds budgeted in 2007, but unspent, for the fifth inspector.  This creation will: 1) allow us to operate for a longer time without filling the fifth position, 2) cover spikes in the work load, 3) cover for overlapping time off (training, vacation, and sick), 4) assist Jeff in reducing the backlog on property maintenance issues, and 5) provide a safety net for a long time-off or retirement.

 

It is recommended that the salary be set at $30.00 per hour with no fringe benefits.  (The hourly rate of the existing inspectors is $29.542, plus fringe benefits.)  This approach would be less costly than contracting with a private firm. 

 

Fiscal Impact: On average, for every month the fulltime inspector is not on the payroll, the City would realize a reduction of expenditure of approximately $6,000.
