URGING MEMBERS OF THE WISCONSIN LEGISLATURE TO PASS
A STATE BUDGET ADOPTING COST OF LIVING INCREASES
IN SHARED REVENUE AND FREE OF STATE MANDATED SERVICES
WITHOUT EQUAL STATE REVENUE TO PAY FOR THEM
WHEREAS, the State Legislature is nine weeks and counting overdue in passing a 2007-09 State Budget as required by state statute; and
WHEREAS, a combination of local ordinance requirements, public hearing requirements, administration and legislative processes, and state law requirements require cities, villages and towns narrow timeframes to prepare budgets when done as required by law; and
WHEREAS, local government budgets are significantly impacted by state actions such as local government aid levels, expenditure limits, grants, reimbursable amounts, and other costs and revenues determined by state law; and
WHEREAS, local governments are required by state statute to submit and adopt balanced budgets for both revenues and expenditures; and
WHEREAS, these calculations are necessary to allow local governments to develop responsible budgets that provide essential public services and hold the line on increasing property taxes.
NOW, THEREFORE, BE IT RESOLVED that the City of Oak Creek urges members of the Wisconsin Legislature to pass a state budget adopting cost of living increases in shared revenue and free of state mandated services without equal state revenue to pay for them.
