Recommendation:  To concur with the recommendation of the Traffic and Safety Commission and approve the permanent installation of 3-way stop signs at the intersection of S. 3rd Street and S. Donald Drive.

 

Background:  November 8, 2006, the Common Council concurred with the recommendation by the Traffic and Safety Commission to approve the installation of 3-way stop signs at the intersection of S. 3rd Street and S. Donald Drive for a study ending in July, 2007 as depicted below. The motion passed with 5 members in favor and 3 against (Engineering, Street and Fire Departments) the motion.

 

 

The study area is located in the Barton Oaks Addition 1 Subdivision and consists of residential homes.  This subdivision is located east of S. Chicago Road, between E. Oakwood Road and E. Elm Road.  There is also a school bus stop that is located in the NE quadrant of the intersection, which has a pick-up time around 7:30 am and a drop-off time around 2:45 pm. 

 

The Engineering Department conducted the original traffic study in September 2006, another study prior to the installation in November 2006, and has completed the final study. 

 

It is obvious that actual conditions for the final study do not come close to meeting the requirements for a stop sign based upon the requirements outlined by the Manual on Uniform Traffic Control Devices (MUTCD).

 

Even though it is inappropriate to try to control speed with stop signs, the data collected would indicate that in the proximity of the stop sign the speed remained nearly constant.  However the study indicated that 20-25% of the drivers approaching the stop sign traveled through the stop sign at 8 mph or greater.

 

Fiscal Impact:  If approved, there are sufficient funds available in the Street Department operating budget to accommodate this installation.
