Recommendation:  To initiate discussion among the Mayor and Common Council relative to the preparation guidelines for the 2008 budget.

Background:  Staff will soon begin the process of developing the 2008 budget proposal for Council review.  As you know, 2008 will be a struggle to maintain the current level of services and adjust costs to meet inflationary demands.  Staff would like to brief discuss the budget process with the Council and provide an opportunity for you to offer your guidance and insight.
