City of Oak Creek

Common Council Report

Meeting Date7/17/07

Item No.:

Recommendation:  To affirm a recommendation from the Personnel Committee to approve an amendment to the tuition reimbursement policy for non-represented personnel to include an employee co-payment for graduate degree programs.

Background:  The Common Council approved a tuition reimbursement policy on June 19, 2007 for non-represented personnel.  The approval was not without a degree of reluctance and concern.  After the adoption of the policy, Personnel Committee Toman scheduled the topic for further discussion among the Committee.  Mayor Bolender and Alderperson Kopplin spoke to the Committee and expressed their desire to amend the policy to include an employee co-payment for graduate work.  Staff was also present and concurred with the proposal to include a 25% employee co-payment for graduate work.  Undergraduate work would remain reimbursable at 100% which is consistent with the current labor agreements.

A copy of the policy with the recommended language is attached and incorporated by specific reference.

Fiscal Impact:  None.
