Recommendation:  That the Common Council consider a motion to award the 2007 Sidewalk Improvements project to the lowest responsive, responsible bidder, J&A Pohl, at an estimated cost of $114,527.60 (Project No. 07021), and to authorize the transfer of $50,000 from the Northbranch Industrial Park road reconstruction project (Project No. 05036) to cover the balance of the construction and engineering costs.

 

Background:  The Engineering Department prepared the plans and specifications for the project and the work was advertised. This project is a continuation of the CIP Committee’s plan to complete sidewalk segments along both sides of S. Howell Avenue

 

There are four segments of sidewalk that are proposed for construction:

 

1.            Along the east side of S. Howell Avenue, from 180’ north of E. Fairfield Drive to E. Ryan Road (STH 100)

2.            Along the east side of S. Howell Avenue, from E. Parkway Estates Drive to 600’ south of E. Centennial Drive

3.            Along the east side of S. Howell Avenue, from 150’ north of E. Susan Drive to 450’ north of E. Susan Drive

4.            Along both sides of E. Oak Leaf Drive, from 240’ west of S. Howell Avenue to S. Howell Avenue

The low bid came in about 9% below the engineer’s estimate.  At the time of sidewalk segment selections, it was known that the amount reserved in the CIP budget was short of what would be needed to construct all segments, and that after the bids were received, a decision would be made to either eliminate one or more segments from the contract work or to transfer excess funds from another project.

 

There are excess funds available under the Northbranch Industrial Park road reconstruction project (Project No. 05036).

 

Fiscal Impact:  There is currently about $72,000 of funding reserved in the CIP budget for this project.  The remaining $50,000 needed to cover the balance of the construction and engineering costs would come from excess funds transferred from the Northbranch Industrial Park road reconstruction project.
