Recommendation:  That the Common Council approve a policy recreating and controlling the reimbursement of college tuition and related expenses for non-represented full-time employees. 

Background:  The Personnel Committee has recently entertained tuition reimbursement requests from non-union employees for tuition reimbursement relating to college undergraduate and graduate level programs.  The policy approved in 1990 does not provide the Committee necessary Council guidance and direction to accurately and consistently address the request. 

The Committee worked with the department managers to recreate the policy that, if approved, would offer specific direction relative to how and when non-represented employees can receive reimbursement for college programs. 

A copy of the draft policy is attached for your review and discussion.

Fiscal Impact:  Subject to the annual funding limits established by the Council.
