Recommendation:  That the Common Council adopt Charter Ordinance No. 12 and No. 13 relating to the selection and tenure of the City Clerk for the City of Oak Creek and the City Treasurer for the City of Oak Creek.

Background:  The positions of Clerk and Treasurer are currently elected for two-year terms.  The work for both positions demands full-time attention by an individual with solid work ethic, a high degree of integrity, positive personality, and a team player. 

The growth Oak Creek has experienced in recent years has taken the positions to a level of professionalism that demands appointment based on knowledge, skills, ability and experience rather than a successful political campaign.  

Upon adoption of Charter Ordinance Nos. 12 and No. 13, the Charter Ordinances shall take effect sixty (60) days after passage and publication unless within sixty (60) days a referendum petition is filed as provided by Section 66.0101(5) of the Wisconsin Statutes, in which case the issue will be submitted to the electorate.   The final adoption of Charter Ordinance Nos. 12 and No. 13 will prompt additional regular ordinance modifications to make the Municipal Code consistent with this action. 

Fiscal Impact:  There is no fiscal impact to this discussion.
