Recommendation:  That the Council adopt Resolution No. 10748-040207 approving the certified survey map for Isa Hidri for the property at 1101 E. Forest Hill Avenue.

Background:  The applicant is requesting a certified survey map for the property at 1101 E. Forest Hill Avenue that would create two additional (three total) lots in the Rs-3, Single Family Residential zoning district.  Lots in this district must have a minimum lot width of 80 feet (90 for corner lots) and 12,000 square feet of lot area.  Each of the lots being created exceeds this requirement.  Lot 1 has an existing residence on it and the other two lots would be developed as single family home sites. There is a segment of City-owned right-of-way to along the west side of the property however this right-of-way is for a road that is no longer on the official map therefore there is no reason that the applicant should install any public improvements in this segment of road.  The City may want to consider vacating this right-of-way in the future.

The applicant has reconfigured this CSM based on comments made by staff and the Plan Commission.  Originally, there had been four lots, with several of them taking access directly from Forest Hill.  The revised CSM would require direct access to Forest Hill for only the lot containing the existing home.

Fiscal Impact:  This land division will generate $3368 in impact and development fees as permits are issued for homes to be built on these lots.
