City of Oak Creek

Common Council Report

Meeting Date: 03/06/07

Item No.:

Recommendation:  That the Common Council consider a motion to enter into contract agreement with The Architectural Workshop, LLC for the design and construction services for Henry Miller Park Pavilion accessibility and enhancement project for a services fee not to exceed $15,900 plus $1,600 of estimated reimbursable expenses.  (3rd Ald. District).

Background:  Request for proposals for architect and professional services for this project were advertised with two proposals received and evaluated by the Director of Parks, Recreation & Forestry resulting in the above recommendation.

At their meeting of October 3, 2006, the Oak Creek Common Council approved the reallocation of the City’s unexpended Community Development Block Grant (CDBG) funds from prior years for use in the Miller Park Pavilion handicapped accessibility project.  Balances in the various unexpended funds accounts that are being reallocated total $139,411.14.

The Milwaukee County Community Development Program Office is adjusting the project description to include bringing the Henry Miller Park Pavilion into American With Disability Act (ADA) Compliance and to create an environment that in all aspects is functional and enjoyable for the elderly, handicapped persons and other users.  The facility’s elements that will be brought into compliance and enhanced may include (but not limited too), access to the facility, entrances, restrooms, counters, windows and access to the pond.  All renovations and enhancements must be approved by the Community Development Program Office for grant reimbursement.

Fiscal Impact:  Available CDBG funds will provide sufficient funding for this project.
