Recommendation:  That the Council adopt Ordinance No. 2444, an ordinance to repeal Section 2.44 (d), and repeal and recreate Section 2.46 (a) (11) of the Municipal Code relating to the employment for the Registered Sanitarian.

 

Background:  The Common Council approved funding in the 2007 budget to hire a full-time Registered Sanitarian.  Staff is working with the Civil Service Commission, Community Public Health Officer, and the Board of Health to advance the selection process. 

 

Section 2.44 (d)(1) of the Municipal Code specifies that the position of Sanitarian will be by Mayoral appointment subject to confirmation by the Common Council.  And, Section 2.44 (d)(2) specifies that the appointment be for two (2) years commencing on May 1st

 

Now that the person in the position will be a full-time employee, the provisions of 2.44(d) no longer apply.

 

The position of Registered Sanitarian is classified as a non-union employee below department manager status.  As such, the appointment of the position should follow the established procedure for non-union/non-department manager positions and the position of Registered Sanitarian should appropriately be included in Section 2.46.  

 

Fiscal Impact:  There is no fiscal impact related to this decision.
