Recommendation: That the Council adopt Resolution No. 10733-020607 approving the certified survey map for Walter Yakich (Seville Flexpack) for the properties at 9940, 9900, & 9920 S. Ridgeview Drive.
Background: The applicant is proposing a certified survey map that will combine three (3) existing lots owned by Seville Flexpack into two (2) larger lots. Lots in the M-1, Manufacturing District require a minimum lot area of 1 acre and a minimum lot width of 200 feet. Each of these lots exceeds these requirements. Lot 1 will be the site of the new Seville Flexpack building, which was approved by the Plan Commission on November 14, 2006. Lot 2 would be available for future development.
The CSM will dedicate the right-of-way for S. Ridgeview Drive through these parcels and the applicant has signed a development agreement with the City specifying the responsibility for and timing of the required public improvements to extend S. Ridgeview to the southern property line. This CSM will also dedicate an officially mapped segment of S. 20th Street that runs along the west end of Lot 1. There is also an existing segment of S. Ridgeview Drive right-of-way that curves into the Seville Flexpack properties, which will need to be vacated.
Typically the City would hold the certified survey map from being recorded until the public improvements are installed and certified as complete by the Engineering Department and Water and Sewer Utility, however staff would like to record the certified survey map prior to this so Seville Flexpack can begin to construct the facility as soon as possible. The development agreement and letters of credit from the developers provide the necessary guarantees that the public improvements will be installed.
The Plan Commission has reviewed this certified survey map and recommended its approval.
Fiscal Impact: Future development on the newly created parcels as well as on the parcels to the south which will now have street access will have a positive fiscal impact on the City.
