Recommendation:  That the Council adopt Ordinance No. 2470, amending Sections 17.0303(e)(9), 17.0304(e)(9), 17.0305(e)(9),  17.0306(e)(9),  17.0307(e)(9) and 17.0308(e)(9) of the municipal code regarding permitted roofing materials in residential zoning districts.

 

Background:  At a recent Board of Appeals meeting a resident was requesting a variance to allow them to use a metal roof on a principal residential building.  They were appealing an ordinance in all residential districts which states that “the roofs of all principal residential buildings shall be covered by a non-metallic roofing material.”  The applicant wanted to utilize a newer type of metal roofing material which aims to mimic natural materials. The Board of Appeals granted the variance and is also requesting that the Plan Commission and Common Council consider amending the zoning ordinance to allow for these decorative metal roof materials on principal residential buildings. 

 

At the August 21 Common Council meeting this matter was referred back to the Plan Commission for some clarification on the definition of secondary roof applications.  After much consideration the Plan Commission decided that the City should allow decorative standing seam metal roofs on any residential buildings so there is no longer a need to define secondary roofs.

 

The Plan Commission has therefore recommended that Sections 17.0303 (A-1, Agricultural) 17.0304 (ER, Equestrian Residential) 17.0305 (Rs-1, Single Family Residential) 17.0306 (Rs-2, Single Family Residential), 17.0307 (Rs-3, Single Family Residential), and 17.0308 (Rs-4, Single Family Residential) be amended to allow the roofs of all principal residential buildings to be covered with asphalt shingles, wood or shake shingles, tile roofing, or slate roofing.  Metal roof materials are prohibited with the exception of decorative metal roofing that mimics approved roof materials in appearance, color, texture, and function and decorative standing seam metal roofs.
