Recommendation: That the Council adopt Ordinance No. 2477, which would rezone the property at 140 E. Rawson Avenue from B-4, Highway Business to M-1, Manufacturing.
Background: At the June 19, 2007 meeting the Common Council adopted Ordinance 2459, which rezoned the 13 acre property at 140 E. Rawson Avenue from B-4, Highway Business to M-1, Manufacturing to allow for the construction of a Goodwill Industries Center for Work and Training. One of the conditions of the rezoning was that in event that the transfer of this property to Goodwill Industries of Southeast Wisconsin did not occur within 90 days of the adoption of the new ordinance, the zoning of this property shall remain B-4, Highway Business. That 90 day period expired on September 17, 2007.
Goodwill is requesting that an additional 90 days be granted because there are still outstanding municipal approvals and due diligence items that must be completed before Goodwill can close on the property. With this new ordinance the 90 day time frame would end on January 2, 2008.
The Plan Commission has reviewed this request, and has recommended that the Common Council approve this request.
Fiscal Impact: The rezoning may impact the value of the property, since commercially zoned land is typically more valuable than manufacturing property. Additionally, the ownership and use of the property by a tax exempt organization could affect the tax revenue received based on the value of this property (currently $526,100).
