Recommendation:  That the Council adopt Ordinance No. 2476, which amend the official map for the northeast ¼ of Section 16.

 

Background The City of Oak Creek Department of Parks Recreation and Forestry is requesting that the official map for the Northeast ¼ of Section 16 is amended to relocate a road to the western edge of the park where the existing entrance road is.  The reason for the amendment request is to open up more room for the development of park facilities.  Under the current layout the officially mapped north-south street runs through a large portion of the park where it eventually would connect with S. Clement Avenue.

 

With the construction of the new East Middle School, many Oak Creek park amenities were removed from the site including the skate park, baseball diamonds, tennis and basketball courts.  The Parks department is looking at a reconfiguration of the Master Plan for Abendschein Park to relocate some of these amenities while still incorporating all of the original amenities included in the Abendschein Park plan.  The current location of the future street makes it problematic to accommodate these amenities and adding to the site constraints is the location of the creek through the northern half of the park.  Under the proposed location the official map would be pushed to the western edge of the park, which is where the current entrance is already located.  There is a single family residence to the west of where the street would be.  That house is over 50 feet from the western edge of the future street and the lot is 145 feet wide so both the house and lot would remain conforming if and when the street gets installed. 

 

The Plan Commission has reviewed this request and has recommended that the official map be amended as proposed after a public hearing and subject to the owners of 1105 and/or 1125 E. Fitzsimmons granting a 30-foot wide easement to allow for the future placement of watermains, sanitary or storm sewer.

 

Fiscal Impact:  There would not be any fiscal impact associated with the proposed amendment to the official map.
