Recommendation:  That the Council adopt Resolution No. 10796-101607 approving a certified survey map for the property at 9878 South Nicholson Road.

 

Background:  Simon Krizan is requesting that the City approve a certified survey map (CSM) for the property at 9878 S. Nicholson Road that would create three (3) lots in the Rs-3, Single Family Residential zoning district.  The lots would range in size from .28 acres to 18.98 acres.  Each of the lots meets or exceeds the requirements of the Rs-3, Single Family Residential Zoning District, which requires a minimum of 80 feet of lot width (90 for corner lots) and 12,000 square feet in area.

 

The Water & Sewer Utility has indicated that the sewer lateral that serves Parcel 2 runs through what will become Parcel 1.  This will need to be relocated entirely on Parcel 2 prior to recording.  There is also a 60 foot wide shared driveway easement shown on Parcel 2.  This was left over from a previous version of the CSM and needs to be removed prior to recording.

 

A number of issues will need to be addressed by the applicant prior to recording of the map.  They include the approval of a grading plan by the Engineering Department, the relocation of a sanitary sewer lateral serving the house on Parcel 2, the removal of a shared driveway easement on Parcel 2, and the approval of a compensating fill plan (if needed) by the Engineering Department.

 

Fiscal Impact:  Past studies have suggested that typical homes constructed within the Rs-3 zoning district do not generate enough revenue to offset the cost of providing municipal services.  The payment of impact fees will be required as part of this land division.
