Recommendation:  That the Council adopt Resolution No. 10789-101607, approving a memorandum of understanding with the Wisconsin Department of Transportation regarding access and signalization of South 27th Street (STH 241) between Oakwood Road and Ryan Road (STH 100).

 

Background:  The Council is being asked to consider a memorandum of understanding that would act as an access and signalization agreement between the City and WisDOT for the development or redevelopment of properties along South 27th Street between Ryan Road (STH 100) and Oakwood Road.  This MOU would also serve to amend the adopted access management plan for this stretch of the corridor.

 

The proposed MOU establishes:

 

  1. points for installation of traffic signals
  2. public and private access locations and restrictions
  3. responsibilities of the municipality
  4. responsibilities of WisDOT

 

This MOU reflects the changes that were made as part of the Liberty Property Trust development, and WisDOT’s acceptance of their traffic impact analysis (TIA).

 

Fiscal Impact:  Under the terms of this MOU, the respective cities would be responsible for the cost of right of way acquisition, intersection construction and signalization. This MOU does not preclude, nor does it require, the cities to enter into a separate agreement to share those costs.
