Recommendation: That the Council adopt Ordinance No. 2424, authorizing the issuance of a conditional use permit for financial institution with drive-through facilities for the property at 2440 W. Ryan Road.
Background: TCF Bank is requesting a conditional use permit to allow for a financial institution with a drive-through facility for the property at 2440 W. Ryan Road. This 1.1 acre parcel was split from the larger Pick n’ Save parcel earlier this year. The City’s zoning ordinance requires a conditional use permit for any bank or financial institution with a drive through.
TCF has provided a site plan and building elevations to provide the Commission with an idea of how the building will look. It will be fairly similar to the TCF Bank located in front of Target, however the drive through will be located behind the building to screen it from W. Ryan Road. The building will be 4,080 square feet and will be constructed of brick and glass. Access will be entirely from the Pick n’ Save parking lot, no additional access points from W. Ryan Road will be created. There will be 5 drive through lanes, 4 teller lanes and 1 ATM lane.
There will be 9 full-time and 8 part-time employees with an average of 10 employees on site at any given time. The hours of operation will be 9:00 AM to 7:00 PM, Monday through Friday, 8:00 AM to 4:00 PM on Saturday, and 11:00 AM to 3:00 PM on Sunday. The ATM will be available 24 hours a day.
The Plan Commission has reviewed this request, and has recommended its approval. The Commission (at their meeting of August 8, 2006) has recommended approval of conditions and restrictions to regulate this conditional use (a draft copy of which are attached as part of this report).
Fiscal Impact: There are no outstanding special assessments on this property. The additional investment will have a positive fiscal impact to the City.
