Recommendation: That the Council adopt Resolution No. 10667-090506 approving a certified survey map for Rayman Bussler, Jr. at 2101 E. Drexel Avenue. Tax Key No. 816-9996. 3rd District.
Background: Rayman Bussler, Jr. is requesting approval of a certified survey map that would create two (2) parcels in the Rs-1, single family residential zoning district. Each parcel will be 36,286 square feet (.83 acre). Lots in the Rs-1 zoning district require a minimum of 21,780 square feet (0.5 acre) of lot area and a minimum lot width of 115 feet (125 for corner lots). Each of these parcels exceeds these requirements. The applicant will also be removing the existing building shown on the certified survey map.
Since this property is on an arterial street, staff had proposed to limit the number of driveways taking direct access from E. Drexel Avenue. The Plan Commission in their review of this request, disagreed with the requirement for a shared driveway, and has recommended approval of the CSM without any condition on the number of driveways. A grading plan for the two lots has been approved by the Engineering Department.
Fiscal Impact: This property has an active assessment of $221.40 for sidewalk and driveway improvements. Data has suggested that any homes constructed on the newly created lots would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs.
