Recommendation: That the Council authorize staff to submit a challenge to the State Department of Administration’s estimate of the City’s January 1, 2006 population.
Background: Each year the State Department of Administration prepares population estimates for all municipalities in the State. The latest estimate recently received places the City’s January 1, 2006 population at 31,710.
These estimates are used for various State programs, such as for the distribution of State shared revenues. In submitting this information, the State also gives each municipality the opportunity to challenge the estimate if they think it might be inaccurate.
Staff believes that the State’s estimate is inaccurate based on the following:
If you
would like staff to follow through with this challenge, you would need to
provide the required authorization at the September 5th meeting, since the
challenge must be filed prior to September 15, 2006.
Fiscal impact: If the challenge is again successful, it could result in more State aid coming to the City.
