Recommendation:  That the Common Council consider taking action on the request of Manitowoc Mayor Kevin Crawford on Resolution No. 10678-091906, authorizing a referendum question for the November 2006 ballot related to access to affordable healthcare coverage for Wisconsin residents.

Background:  Manitowoc Mayor Kevin Crawford is urging Wisconsin local units of government to adopt a resolution that would place the following question on the November 2006 ballot as an advisory referendum:

Should the Wisconsin Legislature pass a bill by 2008 that will assure access to quality and affordable healthcare coverage for all Wisconsin individuals and families?

If the Common Council concurs with the suggested resolution, the deadline could still be met for the November 7, 2006 election.

Fiscal Impact:  There is no direct fiscal impact to placing the question on the ballot.
