RECOMMENDATION:  That the Common Council consider a motion to authorize the City Engineer to contract up to $50,000 for the rehabilitation of S. 20th Street from W. Ryan Road to 850 feet south of W. Ryan Road (6th Aldermanic District).

BACKGROUND:  This summer the pavement on the northbound lanes on S. 20th Street from W. Ryan Road to 850 feet south of W. Ryan Road has shown signs of pavement fatigue, which has led to the a surface deformation know as rutting.  The depth of rutting is from 2 to 3 inches, which is considered to be severe.  The Engineering Department has been investigating this issue and has had a geotechnical investigation done that confirmed that the asphaltic pavement had failed.  The pavement failure is primarily caused by the recent significant increase in truck traffic from the industrial park.  This portion of S. 20th Street was rehabilitated approximately 8 years ago with a design that would have handled the amount of truck traffic produced at that time.

The Engineering Department is recommending that emergency maintenance action be taken prior to winter months for the purposes of safety and snow removal.


FISCAL IMPACT:
The $50,000 would be used under the money allocated by the Common Council Sidewalk Repair & Roadway Base Patching, which has an approximate balance of $165,000.
