Recommendation: That the Common Council authorize extension of the Articles of Agreement with Tyler Technologies, Cole-Layer-Trumble (CLT) division, to provide assessment services for 2007-2009, for a fixed fee cost of $85,000 per year.
Background:
The current contract for assessment services with Cole-Layer-Trumble (CLT), which is a division of Tyler Technologies, is for the assessment years of 2004 through 2006, and will expire upon completion of the 2006 Board of Review. The City began contracting with CLT for assessor services for the 1994 assessment year, and has extended the contract since then, most often by three-year increments.
Having a contract assessor allows the City to keep from hiring a full-time employee as assessor, and, by having the resources of a large firm to draw upon, the City is able to utilize the commercial appraisers and other valuation professionals in the CLT organization without additional cost. Based on the quality services we have received, and on the minimal increase being proposed, we do not believe seeking other proposals for providing assessment services would be, at this time, of benefit to the City, and are recommending a three-year extension of the current contract.
Fiscal Impact:
The current CLT contract, for 2004-2006, is for a flat fee of $81,000 per year. The proposed fee per year of $85,000 represents a 5% increase, which would translate into less than 1% per year over the 6 years. The 2007 through 2009 budgets would require a flat rate of $85,000 for Assessor services.
