Recommendation:  That the Council accept the recommendation of the Personnel Committee and approve Ordinance 2420, establishing a salary for the Community Public Health Officer and appoint Judith Price to the position effective August 28, 2006, with terms of the agreement as listed below.

 

Background:  As indicated in the Council report of July 31, 2006, a final candidate was selected as a result of a lengthy recruitment process.  The pre-employment physical condition has been met successfully.  As a condition of employment, the employee will be responsible for the expense of her State license and the City will provide relevant association memberships within the department’s budget.

 

The following employment conditions will apply:

Salary:  $72,000

Residency:  Within 18 months from August 28, 2006 (date of hire)

Moving Expense Reimbursement:  Not to exceed $3,000

(If there is separation from employment within two years of the date of hire, the City would be reimbursed for the moving expenses at the following rate: after 6 months, 75%; after 12 months, $50%; after 18 months, 25%)

Benefits:  Same as offered to current non-union management personnel.

 

Fiscal Impact:  Sufficient funds are available in the Health Department budget.
