Recommendation: That the Council approve a recommendation from the Personnel Committee to retain the firm of Davis and Kuelthau, S.C. to draft a comprehensive employee policy manual, including work rules and a comprehensive and uniform benefit policy for non-represented employees.
Background: The City of Oak Creek maintains a binder of policies adopted by the Council, indexed by subject matter. However, the policy book is incomplete, often outdated, and insufficient to be useful as a comprehensive employee manual. In addition, the standing policy that provides management positions benefits that coincide with the union contract they supervise causes inconsistent benefits among the managers and carries with it the potential for conflict during bargaining sessions.
Fiscal Impact: The project is quoted as “not to exceed” $10,000. Funding for this project would be allocated from General Legal.
