Recommendation:  That the Council approve the request by Frank Valenti for a special exception to the I-94 & Drexel development moratorium for the purpose of constructing a deck at 1741 W. Drexel Avenue.

 

Background:  Frank Valenti, the owner of the property at 1741 W. Drexel Avenue is requesting a special exception to the development moratorium that the City has placed on the properties around the intersection of Interstate 94 and W. Drexel Avenue

 

Granting of this request would allow the property owners to construct a deck around their existing swimming pool.  Staff feels that granting this request does not compromise the intent of the development moratorium.  No additional lots are being created and no new buildings are being constructed, so staff supports this request. 

 

The moratorium ordinance allows the Common Council to authorize special exceptions, after a recommendation by the Plan Commission, in instances where there has been a demonstrated hardship and compelling public interest and circumstances of necessity or fairness or equity for considering approving the request prior to the expiration date of the moratorium.

 

The Plan Commission is meeting on July 11th to consider this request.

 

Fiscal Impact:  The granting of this special exception would only marginally add to the value of the property, and thus would not have a significant fiscal impact.
