Recommendation:  That the Council adopt Resolution No. 10653-071806 approving the

 final plat for Jenna Prairie Estates Addition No. 1.

 

Background: This final plat will create 105 lots in the Rs-3 Single-Family Residential zoning district.  The original preliminary plat was approved by the Plan Commission in October of 2000.  The first phase, encompassing 38 lots, received final plat approval on October 21, 2003.  On December 13, 2005, the Plan Commission approved an amendment to the preliminary plat for Addition #2, adding seven lots along the south side of Wildflower Drive. The final plat substantially conforms to the preliminary plat. The public improvements have been certified as complete by the Engineering Department, the Streets Department, and the Water and Sewer Utility. 

 

One of the conditions of the Plan Commission approval was that language be added to the face of the plat that states: “Future public improvements that may occur in S. McGraw and along E. Fitzsimmons and S. Nicholson Road may be assessed to abutting or benefited properties and/or the homeowners association in the future.”  This is being required under a new ordinance recently approved by the Common Council that addresses land divisions along streets where required public improvements such as storm sewer, curbs, gutters, and sidewalks cannot practically be installed at the time of the land division.

 

Fiscal Impact:  This subdivision will generate approximately $232,265 in impact and development fees as permits are issued for homes to be built on these lots.

 

Recent data has suggested that any homes constructed on the newly created parcels would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs.
