Recommendation: That the Common Council: 1) accept the guarantee submitted by Roundy’s Supermarket Inc., and 2) authorize the Mayor to enter into a “Memorandum of Understanding” (MOU) submitted by the WDOT for future work on S. Howell Avenue south of E. Puetz Road.
Background: As part of their development, the Target store needed to submit a “traffic impact analysis” (TIA) to the Wisconsin Department of Transportation (WDOT), and construct required improvements. This analysis indicated numerous needed improvements including the elimination of the first median break in S. Howell Avenue south of E. Puetz Road and the extension of the northbound left-turn lane. The TIA was based on traffic projections for the year 2013.
Pick’n Save was concerned about the impact this modification would have on their traffic. After many discussions and meetings involving Roundy’s and the WDOT a compromise was reached.
1) Roundy’s would conduct, over time, necessary traffic studies to more precisely determine when the improvement is needed.
2) Target is relieved of the financial responsibility for the project.
3) Roundy’s is responsible for installing the ultimate improvements and the associated costs.
The WDOT, in the MOU, will require the City to assume the responsibilities taken on by Roundy’s under the compromise. The guarantee has been reviewed and approved by the City Attorney, and will insure all work and costs are the responsibility of Roundy’s.
