RecommendationThat the Common Council approve the purchase of one (1) Zoll M-Series Defibrillator Monitor and related equipment from Zoll Medical Corporation for a total cost of $19,570.00.

 

BackgroundThrough the joint effort of the Fire Department and the Police Department, a Tactical Emergency Medical Support (TEMS) team was established.  The fire department’s TEMS team provides medical support to the Police Department’s emergency response unit (ERU) during tactical situations. With our TEMS team, police officers, citizens, and aggressors are offered medical treatment during the most critical stages of a tactical incident.

 

The Common Council has allocated funds for training, activations and the necessary equipment for this team in FY2006.  Because the TEMS team may be activated outside of the City in critical environments without the support of tactically trained emergency medical personnel, the team has identified necessary equipment to operate autonomously.  A defibrillator is a necessary part of that equipment.

 

Because the Zoll Defibrillator has enhanced capability, the Fire Department will be placing the new defibrillator on one of our front-line ambulances and release an existing defibrillator to the Tactical Emergency Medical Support (TEMS) team.  This move will also allow the department to maximize the use of the defibrillator during its warranty period.  Beside the defibrillation and ECG capabilities, the M-Series defibrillation unit will effectively analyze pulse oxymetry and end-tidal CO2 which would not be assessed by a TEMS team during a critical incident.

 

Fiscal ImpactThe cost for this unit is $19,570.00. The unit will be purchased under the Milwaukee County group purchase.  The funds for this purchase are available in the 2006 CIP Budget, under project #06008, EMS Supplies.
