Recommendation: That the Common Council concur with the recommendation of the Personnel Committee and adopt Ordinance No. 2415, establishing the position of Dispatch Unit Manager; eliminating the position of Administrative Support Bureau Manager; and establishing a salary for the Dispatch Unit Manager.
Background: The Police Department’s Administrative Support Bureau Manager resigned her position with the Department effective October 17, 2005. The Common Council approved on April 3, 2006 a wage for an acting Administrative Support Bureau Manager.
After meeting with the Personnel Committee over the past several months we agreed to revise the position to discontinue the supervision of clerical and clerk of courts. The revised position addresses management of the Dispatch Center itself. This reduction in responsibilities has led to this request for a wage appropriate for the job description. Attached is the draft revision of the job description (so you can observe the edits) that have conceptually been approved by the City Administrator.
A salary of $60,000 was approved by the Personnel Committee but an overall range was not established at this time because of the impending review of all management wage structure. It should be noted that the position is actually a reduction in wage from $66,000 for the Administrative Support Services Manager approved in the 2006 budget.
Fiscal Impact: Funds for this position will come from wages already established in the 2006 budget for the Administrative Support Bureau Manager.
