Recommendation:  That the Council adopt Resolution No. 10644-062006 approving a certified survey map for Cartison Inc. and Petrelli Inc. at 8768 S. Nicholson Road.

 

Background:  The applicants are requesting approval of a certified survey map that would create three (3) lots and one outlot in the Rs-3, Single Family Residential Zoning District.  The lots will range in size from 92,075 (2.11 acres) to 22,154 square feet (.51 acre).  Lots in this zoning district require a minimum of 12,000 square feet in area and a lot width of 80 feet (90 for corner lots).  Each of these lots exceeds these minimums. 

 

In order to make Outlot 1 buildable the applicants are proposing to do flood volume compensation. The grading plan proposes to fill some of the floodplain area on this outlot, as well as portions of Lot 1 so they are above the flood elevation level.  The compensation area would be located elsewhere on these lots. The flood volume compensation plans will need to be approved by the Engineering Department and certified by the State of Wisconsin Department of Natural Resources and Federal Emergency Management Agency (FEMA) prior the recording of any subsequent CSM removing this outlot designation.

 

The recent adoption of Ordinance 2409 requires that the subdivider enter into, and record an agreement related to the cost of future improvements for these properties.

 

There are some technical corrections that also need to be made prior to recording.  This includes showing the existing 20-foot watermain easement along S. Nicholson Road and dedicating an additional seven (7) feet of right-of-way along S. Nicholson Road.

The Plan Commission has reviewed the proposed CSM and has recommended its approval.

 

Fiscal Impact: The cost of any future public improvements against these parcels may be assessed against the properties.  Data has suggested that any homes constructed on the newly created parcel would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs.
