Recommendation: That the Council adopt Ordinance No. 2406, authorizing the issuance of a conditional use permit for financial institution with drive-through facilities for the property at 7801 and 7821 S. Howell Avenue.
Background: Guardian Credit Union is requesting a conditional use to allow for a 4-lane drive through for a proposed credit union located at 7801 S. Howell Avenue. The proposed credit union will be a two-story building with additional space available for lease to office tenants. The hours of operation for the bank and drive through are proposed to be 7:30 AM to 6:00 PM Monday through Thursday, 7:30 AM to 7:00 PM on Fridays and 8:30 AM to 1:00 PM on Saturday. The applicant recently received Plan Commission and Common Council approval of a certified survey map to consolidate the properties to accommodate this new building.
The applicant has submitted preliminary site and building elevation plans. Should the Common Council grant the conditional use permit, the applicant will need to return to the Plan Commission for site, building, and landscaping plan approval. As part of the site plan approval, there will be particular emphasis placed on the review of the stormwater management plan, and how it impacts the property to the north.
The Plan Commission has reviewed this request, and has recommended its approval. The Commission will be reviewing conditions and restrictions to regulate this conditional use at their meeting of May 9, 2006 (a draft copy of which are attached as part of this report).
Fiscal Impact: There are no outstanding special assessments on this property. The additional investment will have a positive fiscal impact to the City.
